Who Owns the Sewer Lateral in La Mirada?
LA County says the lateral is the owner's, all the way to the main. Here is what that means in practice.

Roots are one of the most common reasons a La Mirada lateral slows down. The trees and the pipes grew up together, and now they meet.

La Mirada was built quickly. After Louis M. Halper bought 2,100 acres in 1954 and planned a community of about 10,000 homes, the city went from roughly 100 houses to more than 8,000 by 1960. Yards and parkways were planted at the same time. Sixty-plus years later, those trees are big, and their roots extend well beyond the canopy.
Roots grow toward water and nutrients. A sewer lateral carries both, and older laterals were built in short sections with a joint every few feet. Over decades, small gaps open at joints from soil movement and settling. A hairline gap is all a fine root needs. Once inside, it grows into a mat that catches toilet paper and grease, and the line slows down.
Root problems usually start slowly. Drains across the house take a little longer. The toilet gurgles when the washing machine empties. A main line clog appears, gets cleared, and returns a year later. If roots come out on the cable when the line is cleared, that confirms it.
Seasonal patterns are common too. Trees are more active in some seasons, and a line that coped all winter may slow down in spring or summer. Watering the yard heavily near the lateral route can encourage roots in that area.

Call 24/7 (562) 689-9761Clearing roots restores flow. A cable with a cutting head or hydro jetting in La Mirada removes the root mass and flushes it out. That buys time, often a year or more, but roots grow back through the same gap.
The lasting fix is closing the gap. If one or two joints are the problem, a spot repair or a short point liner seals them. If roots enter at many joints, a full liner or replacement removes the joints altogether. A camera inspection shows which situation you have.
Ask the plumber to note the distance where roots enter. If it is the same spot every time, a short repair there may end the problem.
Usually yes. Removing a mature tree is expensive and rarely necessary just for the sewer. Trenchless lining is often chosen exactly because it fixes a rooty lateral without digging near the tree. When planting new trees, keep them away from the lateral route, and ask the plumber to mark the route on the surface after a camera run.

Call 24/7 (562) 689-9761On a sewer video, roots look like fine hair or a brush hanging into the pipe at a joint. Light intrusion is a few strands; heavy intrusion can fill most of the pipe. The camera also shows what the roots have caught: paper, wipes and grease often form a ball around them.
Just as important is the pipe itself. Roots in a sound joint can be cut back and the joint sealed. Roots that have pushed a joint apart, cracked the pipe or caused a section to drop mean the pipe needs repair, not just cleaning. The distance counter tells you exactly where each problem sits, so you can see whether it is under the lawn, the driveway, the parkway or the street.
If you are planting new trees or large shrubs, keep them away from the lateral route. After a camera inspection, the plumber can mark the route on the surface. Drip irrigation and heavy watering right over the line can draw roots toward it, so it helps to know where the pipe runs before designing a garden.
For existing trees, the goal is not to remove them but to seal the pipe so roots have no gap to enter. A sealed or lined lateral and a healthy tree can share the same yard for decades.
If roots are already in your lateral, a sensible plan has three steps. First, clear the line so the house drains normally. Second, run a camera to see where roots enter and whether the pipe is damaged. Third, decide between scheduled maintenance and a lasting repair, based on the footage and the prices.
For a line with one or two root entry points and sound pipe, sealing those joints is usually the best value. For a line with roots at many joints, lining or replacement ends the cycle. Writing down the date of each clear helps you see how quickly roots return and makes the decision easier.

Public overflows go to LA County. Private backups go to a plumber. A quick way to tell.
Some products can slow root growth, but they do not close the gap roots enter through. Ask a plumber before using them on an old line.
It depends on the line. Some need it every year or two; if roots return quickly, sealing the joint is better value.
A properly installed liner has no joints, which is where roots usually enter.
